For many young people who have fled to Europe as well as young people with a migrant background, the access to the training market is difficult or completely blocked due to special obstacles. In addition to linguistic obstacles and academic requirements that differ from those obtained in Europe, also cultural differences, in particular, influence the successful search for an apprenticeship / training place negatively up to a non-successful completion of an apprenticeship. On the one hand ignorance of the professional opportunities and operational requirements from the point of view of the above-named young persons and on the other hand skepticism from the point of view of the training institutions / companies towards the young people with their special needs and prerequisites often lead to the rejection of potential trainees and to higher numbers of training drop-outs. Furthermore, adolescents who are recognized as entitled to asylum are often denied the access to supportive funding opportunities about the integration in the training market and moreover, in the apprenticeship / training itself.
In the framework of the project “BvB migration plus” will be developed under the direction of Diakonisches Werk des Kirchenkreises Rendsburg-Eckernförde (Germany) together with six European partners from Austria, United Kingdom, Spain, Slovenia, Italy and Bulgaria, an EU-wide uniform and adapted to the needs of the target group measure concept for vocational preparation.
Furthermore, five vocational field-specific qualification modules for vocational preparation and two demand-oriented qualification modules for the acquisition of missing social skills should be developed and punctually tested. The basis for the development of the measure concept as well as the qualification modules are a country-specific scientific (VET) analysis of existing measures and needs, as well as case studies with experts who carry out vocational preparation.
To ensure the sustainable use of the “target-group-specific” vocational preparation measure concept, there will be developed in a guideline for implementation on one hand proposals for implementation in the VET systems at the partner country level and on the other hand at the EU level. Thus, in the context of a future official recognition of the measure as a vocational preparation instrument political decision-makers as well as implementing institutions should be shown possibilities for a sustainable implementation and the financing of the measure concept.
Furthermore, the results from the case studies also serve to develop a qualification concept for those experts who carry out vocational preparation measures to professionalize further their work with the target group and to improve the quality of their work. Also, the good practice guideline for advising and supporting the target group in integration into apprenticeship / training as well as an assessment instrument, that helps to identify training maturity and that also can be used by training institutions to evaluate potential apprentices contribute to improve the work of the experts. The good practice guideline includes examples of solutions from the participating countries identified in the scientific investigation and the case studies.
